Recently I was trying to open the SharePoint 2013 website using SharePoint designer 2013 but I got the below error. you do not have permission to open this web site in sharepoint designer. The error also can come for SharePoint 2010 as well as when you will try to open Office 365 SharePoint online site using SharePoint designer 2013.
The error looks like below:
You do not have permission to open this Web site in SharePoint Designer 2013
Whether you want to open the site or website using Sharepoint designer 2013, the user needs to be a member of one of the following groups at the site collection level to be able to use SharePoint Designer and modify SharePoint content:
- Site Collection Administrators
- Designers
- Owners
After adding the users to any of the above groups, if the issue does not resolve then try clearing the designer cache. It should resolve the issue.

Sometimes, you may get an error like You do not have permission to open this website in SharePoint Designer. 403 forbidden403 forbidden403 forbidden403 forbidden403 forbidden.
The solution to the above error was to install SharePoint designer SP1 in the machine.
The error comes if you have not installed SharePoint SP1 in the system. Based on the SharePoint designer installed in the machine, you can install SharePoint designer SP1 64-bit or SharePoint designer SP1 32-bit.

You may also get “You do not have permission to open this Web site in SharePoint Designer” error if, at the site collection level, SharePoint designer is not enabled to customize the site using the designer.
We can verify from the SharePoint site collection.
Open SharePoint Online/2016/2013 site collection, then from Site Collection Administration click on “SharePoint Designer Settings“. Then check if “Enable SharePoint Designer” is checked or not.
