The error we were getting while opening a SharePoint online website using SharePoint designer 2013. SharePoint designer 2013 is a free tool which you can use to customize pages, create workflows, etc. Our requirement here was to create a custom site workflow for SharePoint online site.

If you have permission then you can install SharePoint designer anywhere and you can customize any site (even production environment sites). That is the reason, lots of organization restrict opening SharePoint site using SharePoint designer.

SharePoint provides an option for administrators to enable or disable SharePoint designer for sites.

Navigate to the site settings page and click on “SharePoint Designer Settings” which is presented under “Site Collection Administration”.

Then check/uncheck the “Allow Site Owners and Designers to use SharePoint Designer in this Site Collection” checkbox. If you do not want a user to modify the sites using the designer, then uncheck the checkbox.

In our case, we checked the checkbox so that we can open the site using SharePoint designer 2013. The options look like below:

Also, if you have created a SharePoint site by using any template which disallows opening SharePoint site using SharePoint designer 2010/2013, then you can also modify in the ONET.xml file.

Go to the XML folder for the particular template like:
E:\Program Files\Common Files\microsoft shared\Web Server Extensions\16\TEMPLATE\SiteTemplates\\XML

And open the onet.xml file in notepad.

Note: Before modifiying anything make sure to take a backup of the onet.xml file. And this solution we can try in SharePoint on-premises sites only.

There search for “DisableWebDesignFeatures=wdfopensite“. If the tag is presented then the site is configured to disallow opening using SharePoint designer.

If “DisableWebDesignFeatures=wdfopensite” is present then you can remove the tag.

Also, you can use the SharePoint server object model code to delete vti_disablewebdesignfeatures2 key like below:

In SharePoint on-premises versions, we can also check if SharePoint Designer is not allowed to be used in this Web Application level.

We can check this in the SharePoint central administration.

Open SharePoint central administration, go to Application Management and then Manage Web Application.

In the Manage Web Application page, select the particular web application and then Click on General Settings and then choose SharePoint Designer like below:

Then in the SharePoint Designer Settings page, check the checkbox “Allow SharePoint Designer to be used in this Web Application” like below:
